The bill would allow wireless emergency alerts to be delivered by satellite when traditional cell networks fail. Pfluger says the idea was driven by deadly flooding in Texas last summer, including at Camp Mystic, where children were killed. The bill is co-sponsored by lawmakers from both parties. Supporters say it could save lives in rural or disaster-stricken areas. The measure now heads to the Senate for consideration.
